MINUTES
OLD LYME INLAND WETLANDS AND WATERCOURSES COMMISSION
REGULAR MEETING
September 26, 2017

PRESENT WERE:  Skip DiCamillo, Tom Machnik, Rachel Gaudio, and Bob DePianta.  Also present were Keith Rosenfeld.

MINUTES OF MEETING DATED JULY 25, 2017

Rachel Gaudio made a motion to approve the Regular Meeting Minutes dated July 25, 2017.   Tom Machnik seconded the motion.  The motion passed unanimously.

NEW BUSINESS

17-9 – Carol Mitchell – 64 Columbus Aveune – Lift the house 4’ to create  FEMA compliant foundation.  Renovate existing house in same location.  

Having no applicant in attendance, it was agreed to set a Site Walk for October 10, 2017 at 6:00 PM.  No other discussion took place.

17-10 – Robert Pfanner – 224 Shore Road – Construct a 40 x 60 garage.

Robert Pfanner, the applicant’s engineer and Clint Webb, soil scientist opened the discussion with the commission with a preliminary presentation of the applicant’s proposal.  Previous to this application, the property had been used by a local landscaper and beach cleaning business.  There is a single family house located on the property.  The Connecticut Water Company is located at the rear of the property.  

Mr. Pfanner described to the commission the activities currently going on the site as well as all of the proposed ones.  The proposal is to construct a 40’x60’ garage in the rear of the property, parking for an asphalt business and areas where material could be stored in the open.  Mr. Webb discussed the location and type of watercourse located directly adjacent to the property’s easterly boundary.  He explained how the watercourse connects two established wetland areas.  Herbaceous vegetation and a defined tree line distinguish this area which receives minimal amounts of water due to the near flat topography that characterizes the entire property.

Mr. Pfanner explained the activities proposed by the applicant that could minimize any impact caused by the proposal.. A new ditch (a bio-swale) is proposed at the wetlands location that would catch all drainage from the site and allow for it to be filtered as it passed through the site.  Silt fencing was placed on the plan to mitigate the effects as well.  

It was agreed by the commission to set a Site Walk for October 10, 2017 at 5:30 PM.  No other discussion took place.

OLD BUSINESS

17-6 LAWRENCE PORTER – 3 CHAMPLAIN DRIVE – IN GROUND SWIMMING POOL AND SMALL PATIO

Skip DiCamillo noted that the applicant was granted a 35 day extension to render a decision so the item could be discussed at the September meeting.  Having no applicant in attendance, it was agreed to remind the applicant to attend the next month’s meeting and render a decision at its October meeting.

ADJOURNMENT

Rachel Gaudio made a motion to adjourn the Regular Meeting.   Tom Machnik seconded the motion.  The motion passed unanimously. The meeting was adjourned at 7:30 PM.
